On Wednesday, April 22, 2015, at 7:14 pm, St. John the Baptist Parish Sheriff’s Office deputies were on proactive patrol duty on East 30th Street in Reserve because of numerous complaints of illegal narcotics activity in the area. While on patrol, deputies detected a strong odor of burnt marijuana. As deputies stepped out to investigate where the odor was coming from, they saw a man who they identified as Kirk Frank, 35, exit a house. As deputies approached the house, the odor of burnt marijuana got stronger.
Based on the investigation, deputies sought and obtained a judicial court authorized search warrant for the house. Upon execution of the search warrant, deputies recovered a shotgun, a handgun, 360 grams of marijuana (approximately $5000), 78.5 tablets of schedule IV CDS (approximately $200), .3 grams of synthetic marijuana, and four digital scales.
Deputies arrested Kirk Frank and booked him with illegal carrying a weapon with CDS (2), possession of a firearm by convicted felon (2), possession of drug paraphernalia, possession with intent to distribute marijuana, possession with intent to distribute schedule IV CDS (4), possession of cannabinoid / synthetic marijuana, violation of a drug free zone, and an attachment. He remains in custody in lieu of a $235,150 bond. Frank was arrested six times in St. John the Baptist Parish since December 2011.
