Sheriff Picou was elected during a special election to succeed Sheriff William Hart who died. In that election, Sheriff Picou was opposed by the former sheriff’s son, William B. Hart, and after a short contested campaign, won by 37 votes. In the election of 1924, during his bid for a second term in office, Sheriff Picou again won after a bitter political campaign against A. Lasseigne and his ticket.
